And like many have said, you must choose which of these you want:
1. A country with welfare and restricted immigration.
2. A country with no welfare and open borders.
Take your pick. You can't have a welfare state and open borders. It is not economically feasible and the time period which you referenced in your OP lacked the welfare state we have now.

So our government should provide homes for the worlds homeless? In countries like Mexico, there are plenty of natural resources to sustain their entire citizenry, but the gov. is corrupt. In Muslim countries, there is enough oil revenue to sustain the people, but religious zealots control the country. Why should America take all these refugees when they do nothing to change their own situations and are largely responsible for their own plight?
