No. The Biden administration has sent billions to Iran, Iran stands against ISIS/ISIL. They also wouldn't want it to be anyone without white skin and an Anglo-Saxon(ish) name considering how Biden and Mayorkas have undermined border security to the point of actually promoting insecurity.
If anything, they would rather it be some random white male they could (truly or falsely) proclaim as being a white nationalist.

My spidey senses are tingling like crazy. Something is telling me all the recent attacks are a precursor. I have a bad feeling that something bigger will be upon us. The MFers will do anything to stop Trump from cleaning up the swamp. If need be, they will allow and/or create absolute chaos to distract Trump and those who voted for him.
