Emphasis on "NO PERSON SHALL ...." Existing law is NOT limited to prohibiting the actions of persons directly affiliated with a campaign, as has been argued earlier in this thread (and as you seem to be arguing).
The existing statute ALREADY prohibits ANYONE from handing out the water bottle with the custom label that you describe.
AGAIN, what problem is this proposed legislation ADDRESSING that is not ALREADY prohibited?
Is there a rampant problem of little retired church ladies handing out bottles of Ozarka?

Wait, so OP is fake news? They didn't single out water bottles and simply created a buffer zone where you aren't allowed to give a voter anything of value?

Could it be there is not really any incentive for the group to do that, because there is nothing to gain from handing some tool a bottle of water and a snack bar while they wait in line at the post office on some random Wednesday in February?
I doubt anyone will change their vote because they got a bottle of water.
But it's a lot easier and more practical to say "no gifts" than it is to parse what items are kosher and what items constitute bribery.

Tell us why someone would want to be handing out bottles of water in a voting line if it has absolutely no effect on the voting.
