The Pope has used this phrase before in conjunction with the admonition the God is not a Demiurge. I think that second part helps refine his intention and meaning.

Not at all. The term demiurge implies more of a facilitator than a creator. When the Pope says God isn't a magician, I think he's saying the act of creation is so much more than God saying abracadabra and a rabbit pops out of a hat. I think he's saying God creates ex nihilo and imbues his creation with meaning and dignity.
