More like mid-90 degree temps but it does happen every few years. Not a lot of buildings in NYC are equipped with big enough HVAC units to deal with heat waves.
Can you provide a specific time?
Lived in the NE half of my life and never heard of this ever happening

Define "brought in"... As in response teams? Not sure, but Federal dollars have been provided through FEMA for heat waves to help cities and States offset the cost of cooling stations and other preventative measures...
FEMA has been brought in for drought, brought on by heat waves before and NG was utilized to haul hay for animals in the affected areas...
So, yes it has happened before...

Interesting timing.

The dire storms come as President Joe Biden aims to spend up to $2 trillion on infrastructure and clean energy investment over four years. Biden has pledged to update the U.S. power grid (wind farms?) to be carbon-pollution free by 2035 as well as weatherize buildings, repair roads and build electric vehicle charging stations.

Well, unfortunately it is encouraged and has become habit... for the money...

Yes. 4 days ago.
I been out and about in all this since sunday. Having to work for a company that would rather see you possibly die than not attempt to get to work. One of my cars was already T-boned by a dumbshit kid that took an ice turn at 30 mph to buy some coke and chips at the HEB. Sure. I haven't seen anything remotely related to help anywhere in ATX. Nada. Zippo. In fact the local news is calling for people that have extra generators to drop them off at long term care places because they have only a single generator heated room or no fuel. Literally calling on the neighborhood. So when you say there is anything resembling help happening....no truth to this at all. The only help is from God above who will thaw this out. No salt/gravel trucks, no water, no generators, no nothing for the unprepared. Maybe thats good and people will actually help themselves in the future. Gotta wonder though, whatever funds were spent here were useless.
