He showing everyone that Fedgov has so many laws and so many regulations on the books that they can literally frick with anyone they want to.
Many of us for years have said that Fedgov needs to be cut down. He's showing us exactly why.

In simplest terms, a "civil servant" is a hired (or sometimes appointed) government employee, which excludes elected officials. "Public servant" is more amorphous, but would generally include any governmental official ... and would thus include elected officials in most cases.
None of which is relevant to the original question of civil liability, which turns upon whether one is a "public figure" ... rather than a "civil servant" or "public servant."
