I don't think that was the implication.
I think the implication is that it may drive costs up for everyone, but we're only concerned about the effect on black Americans. Whitey can suck it.
I could be wrong, though. There may be some idiot theory that claims that only black people are affected.

They aren't gonna call you ever again. I don't get called by republican pollsters any longer. I blast them saying they look just like a DEM so get back to me when y'all change back to being conservative. No one wants to actually hear our opinions, they just want a rubber stamp to continue. They gauge the population and keep doing the same thing.
