Are they required to build more jail cells and hire more officers using local funds to assist ICE with it's operation? No.
Not only do local LEOs not have a duty to assist ICE, they have no authority to enforce federal immigration laws unless they have training and are designated as ICE authorized LEOs.
The issue is neither building "more jail cells" or hiring "more officers". Nor does it have a thing to do with training "to enforce federal immigration laws." It has to do with notifying ICE of an illegal who happens to be in custody for a local matter.

How would Trump further his personal agenda by withholding aid to Ukraine? Are we thinking that Biden would be serving time in a Ukranian prison come election time? If it's simply that Biden would be embroiled in scandal thus hurting his candidacy...he's already done that to himself without further need of actual Ukranian govt action. This story was already out there and was going to be thrown about regardless.

The dumbasse strawman crap again. Unless you point out what and why that Strawman crap is exposed as nothing but a useless Dodge.
How are locals supposed to know if the jailee is an illegal. If they do notify ICE, it is going to issuer a detainer. Where are the locals supposed to detain these illegals.
If ICE wants to have locals assist them then it should follow the rules and get a written agreement with the locals.
