The phrasing “to primary x” I have only ever seen used to go after an incumbent.

Ok, by definition he is not, I’m sorry I didn’t make that clear. But he has the advantages in the 2024 race. If you can’t accept this, you won’t have a productive conversation about the 2024 GOP nomination.
