There hasn't been any regulation on oil and gas that I am aware of. It dipped during Covid because demand shot down, but picked back up. Daily production in US is at all time high and US is biggest producer of oil and gas, more than any middle east country.
There was a ban put on permits for new LNG export facilities (didn't cancel LNG projects that were already permitted like Tellurian) , but do not think Biden did anything for upstream. In essence, banning new LNG facilities, keeps more nat gas in US, higher supply which means lower price.
