I include insurance because I'm forced to purchase it. To me 30.76% is close to 40%

Two likely scenarios.
The employer is trying to do the right thing and the illegal has fake id and papers and gets through e verify.
Or the employer is doing it under the table to get cheap labor.

But if Joe Illegal went thru everify and is getting a check, then they are getting taxes withheld and then also matched by the employer. Scenario of rage fails.
