From the way he was approached, the way they attempted to arrest him, and then the shooting itself.
I’m not even sure someone can explain why the officers shot him. Amy explanation of it sounds like a very bad shoot.

I assume during the scuffle one of them spotted the gun. Not realizing another ICE agent had already went in and secured it, they shot anyway.
Another possibility is he was going for one of their guns. This happens a lot during these scuffles and it would be impossible to see on this third party video.
