Looking at McMasters is damn intimidating. Same with Cleveland when he was the boss of USASOC.

I have been watching, reading and following this thread with much interest the last few days. I have debated chiming in and stayed away thus far, but here are a few observations from my salty ole point of view. The "salt" comes from 30 years as a Marine Sgt Major. I have been around the WORLD TWICE and made the rounds for every fight starting with Beirut, and yes, that was a fight.
Geauxx, Wolf, and Whiskey have all made some good points mixed in with a few insults. Here goes a few from my eyes.
1. I ageee that to actually reduce the defense budget to be noticeable we have to sit down and redefine our National Defense interest and policy. If you don't, then this thead has been just jabber.
2. I do believe that it would be best served to increase the Navy and Marine size and
mission. It is expeditionary by nature since the days of Lt OBanion and the Mamaluke Sword. A 500 ship navy and enough sailors and Marines are essential for this to happen.
3. As to the Army and the Air Force, it could he reduced/moved to the reserves on a model similar to pre-WWII. BUT, considerations must be made as to the technology advances we have made since then. I think the Army should be heavy, Tanks and Artillery along with Infantry. Now that being said, in reducing the Army and Air Force, what do you do with the training bases, Ft Rucker Aviation, Knox and Armor, etc. You cannot simply make them a shell of their present selves and expect to spin up in a short period of time to increase the pipeline and the needed boatspaces for personnel. This is a pandora's box in and of itself.
In a little jab at the Army, you guys cannot even work out a solution for your combat uniform. My Corps lead the way in this, did the study, puit it out to the fleet for evaluation and those uniforms are still in service today.
I'll look in later, beautiful day and I am off to send a few down range and then eat a steak. Semper Fi!

Another concur for GT's ideas right here.
The USMC inspector instructor model, when expanded, can easily help serve as a blueprint for maintaining a robust and capable reserve force that is managed by an active duty contingent whose sole purpose is mobilization prep and effective training.
Add to this review of us military "up or out" practices (I prefer the British regimental model allowing capable performers to stay in billet and grade) and you can really build better reserves capable of being the anvil when you need it.
Also, realign the national guard and break it up to being more purpose built like the USMC reserves and less at the mercy of local state job program desires. Create efficiencies by aligning certain capabilities geographically (ex. Tanks near key railheads and ports, not middle of nowhere) and make disaster response a responsibility of civil authorities at the state level.
Keep a robust USMC to "hold da door" until mobilizing and utilize the standing USMC as your war game force vs rotating activated reserve army units.
Lots of wins possible here, and certainly a bunch of positives that would limit adventurism abroad.
