Trump has never claimed to be the perfect husband or the perfect Christian. His affairs were conducted when he was a private citizen with his own money and had no responsibility to the public.
Sanford’s affair was while he was serving as Governor of South Carolina and state officials had no clue where he was and that was very dangerous and that’s on top of wasting tax dollars for the whole ordeal. And iirc, he ran for office on family values and that just made him a hypocrite.

Your thought on the tweet were likely the very immediate one to come to mind. I can certainly see how and why. I was susceptible to those same initial thoughts, but a little further skepticism (quick test of alternative conclusions) led me to the more obvious, considering all context of the tweet.
And it is that Trump is communicating his opinion as to the audacity of all these guys disregarding his success on behalf of the Republican Party and thinking that they should righteously come to the rescue. ESPECIALLY the one guy with the nationally embarrassing scandal...which is secondary to Trump's overall point. That thing was a scandal even before the actual reason was ultimately uncovered for Sanford's disappearance and subsequent off the wall lie about the App Trail to cover himself. Trump would have cited this scandal whether it was for an affair or whatever other reason it would have been. The affair was merely a part of a much more involved scandal.
ANOTHER rational response that deserves attention - and the important portion of you response is :

That was the national concern = "Governor of major state missing"
