Hard to say. The Kardashev scale may need to be refigured. Unless I'm misunderstanding it all. The Kardashev scale says a type one civilization will have mastered and controlled all of the energetic output of its host star. In our case, Sol.
But if this stuff is correct, they're harnessing a different energetic field all together. They're gaining their energy from the "vacuum" of space itself. I'm not sure how "zero point energy" fits on the Kardashev scale. How it ranks.
Of course, I may be entirely wrong. Someone may have a better answer. People have said we have been on the verge of becoming a type one civilization for awhile now.
Time travel, I'm guessing, probably allows you to skip a number or two. I don't think they were thinking in terms of multidimensional travel when they came up with the scale though.

OP referenced the 'other' UFO thread. I've not read it, so the only 'retrieval ' of material I'm aware of is the Roswell NM stories from '47.
Sure, I've seen lots of Project Blue Book, Unsolved Mysteries, Ancient Aliens, In Search Of episodes where 'stories ' of such things are claimed to have been obtained. But nothing so specific as Roswell, NM.
BTW, I'm familiar with The Drake Equation. I believe, until shown otherwise, the first contact we'll get from intelligent life out there will be via radio or laser messages, from long since extinct civilizations.

You should definitely check it out. TPA is one of the finest UFO researchers you're ever gonna find. She updated the other thread at the same time as this one.

That's the story. This is also closely related to the story of Eisenhower having a meeting aboard one of our Naval vessels where they brokered some sort of treaty.

Lou Elizondo may have been hinting that it's a combination of interdimensional beings communicating with one or more interstellar visitors when he referenced "Chains of the Sea" in his AMA. It really made sense to me when we look at how much this phenomenon varies with objects that look like actual mechanical craft and other that just appear as orbs of light or other forms that dont appear as craft. These interdimensional beings that have always been with us and account for more paranormal activity than just ufo may be communicating with visitors from our realm of reality.

I’ve always liked these conversations. Even more so now that radicals have ruined most everything else I enjoyed. I will admit to getting a lot more done without sports and some other entertainments.
I always went to those for reasons other than hearing them bitch about perceived injustice.
I look at their standards of living and cannot find much sympathy. I’ll say this: our poor.....our frickin poor live in climate controlled abodes and have 24-7 entertainment and walk around with the near sum total of human knowledge in their phones. I owe them nothing else. How is it possible for this to be so screwed up now with all we supposedly know? I’m at a loss

How many crashes have we left on the moon after all of the probes we have sent around it? That’s with a craft that has the computing power of a calculator.
