The populist movement in Argentina wanted largely conservative things. BLM was a textbook populist movement, and it wanted very different things than your average conservative.

Sure, to a degree. It's used more deliberately and extensively in some elections, and if that's the foundation then it gets called a populist movement.
But yes, every single political campaign will have some elements of appealing to the little guy held down by the elites. That's in our American DNA.
