My point is that they aren't bound by a rule or law that requires a formal vote to initiate an impeachment investigation/inquiry.
If the Trump admin refuses to comply they will likely use that as an article of impeachment/look to the courts for an order.
Dems are probably excited by the free assistance in dragging it out

She simply isn't required to do so by the constitution/rule/law and not doing voting on it has the added benefit of pushing Trump into appearing obstructive.
