Dumb question here -- why did Congress even have to vote on this and how does that compel the administration to release anything? Or, is this files in possession of Congressional committees?

I agree with you. In a perfect world the abusers of children should receive justice. Sadly, they will not in this case.
Im not defending the abusers or condoning their crimes but whatever "files" exist will never see the light of day.
Epstein was an intelligence operative first and foremost. He was involved with 3 countries intelligence services. The details of those relationships and activities will not be disclosed, unfortunately that also gives cover for the abusers. Sad but true.
