Yep. Everyone knows damn well what the "intent" of the message was, but Kelly and everyone else was very careful to remain vague enough to cast a shadow of doubt.
I don't like it because, like it said, we were all aware of exactly what they were doing. But proving it legally will be a tough task.
Just like when the former director of the fricking eff bee eye posted an "8647" picture on socials and then feigned ignorance to its meaning.
