If there is not enough skilled or trainable labor to keep the manufacturing base alive that will trickle into other parts of the local economy

These refugees don't have any negative impact on blue collar workers

Now unfettered illegal immigration on the other hand can certainly have an effect just due to sheer numbers but that's a different story all together.

Adding 200 people a year to the state economy isn't going to move the needle which is what we're talking about in this thread

Now obviously we'll have larger fluctuations depending on world events

But I do believe that overall the Vietnamese have been a net positive to LA. Even if it put some lazy LA native fishermen in a bad spot.
