How many times would a student have to repeat that ill-suited academic environment for it to suit them?
Previously, one failure would set the student back a grade. i.e, the student would have to repeat the year. Two failures would result in eligibility for special ed and a vocational pathway. Problem being, you'd not want 15y/o's in classes of 12y/o's. So they'd need to be transferred.
