I look at it this way. Even if we assume that having the EPA 'invest' $2B to reduce carbon emissions is good for the country (a real leap), they are 'investing' taxpayer $$$, so they are obligated to do the most basic things we all do when we invest our money:
A) Does the company I'm dealing with have a solid reputation and track record?
B) Is this investment not just expected to bring some benefit, but am I reasonably confident, from the research I've done, that I'm getting the most bang for my buck?
They failed on the basics, this isn't about reducing carbon emissions, there must be more effective ways to do that (if that is the goal), it's just taking taxpayer money, and giving to people who probably don't pay taxes, and/or get a bunch of other benefits.
Shouldn't be a part of an EPA program at all.

WTH? Abrams is saying they helped poor people save money on their utility bills? I'm well off, and I have a gas water heater and gas furnace because they are cheaper to use than electric. I can't save money by transitioning (I guess they love that word?) from gas to electric.

Forget for a minute that they are using YOUR money to buy OTHER PEOPLE shite, and lower THEIR bills....
At $90 a month x 12 months is about $1000. If you did this for a million people, you'd just begin to break even.
