I'll give you some simple examples. Back when Nik Richey was operating a website called "the dirty", people could post whatever they wanted about other people. Usually it was jilted ex-lover types upset they were dumped. There was no fact checking. People picked the state they were from, posted pics and a story, and others had a chance to comment. He was ultimately sued for over a million dollars and lost.
Topix was another forum people ran wild on. Like the dirty, you didn't even need an email address or registration. You picked your topic you wanted to discuss, your state, typed in a screen name and put whatever you wanted on the WWW unmoderated. They eventually shut down after several lawsuits.
But try to consider the good and the bad of that. Someone can be trashed, it's a total lie, yet it's on the net for anyone to see. It lead to suicides. Years ago, the courts had ruled it was freedom of speech and legal and the website owners weren't responsible, but I think something changed.

This is just regarding their APP, correct? Apple has tons of rules for APPS on their devices. You can't have an APP that allows public posting of nudity, for example.
It seems reasonable that they would not allow an APP to be used on their devices to plan/coordinate/facilitate illegal activities.
