Those grownups were wrong. The strong economy during the Clinton years was basically a continuation of Reagan's tax cutting philosophy after HW Bush went contrary to the plan due to increasing spending during his term. Clinton cut cap gains, was pushed into strong welfare reform by Newt and the GOP House (see also: Contract With America) and benefited greatly from the DotCom Bubble.
