IF three balloons flew over during Trump's term and he wasn't notified or briefed, I suggest that he wasn't briefed because the DOD, alphabet agencies, and the swamp KNEW he would order it to be shot down immediately. Trump's swamp enemies did not want him to be seen as protecting America first and they didn't want to offend their Chinese overlords.
