Maybe. I read where SCOTUS did not address refunds at all.
I suppose that the administration could come up with a refund system that was tied to audits so painful and onerous that few would want to go through with it.

it is definitely risk. risk comes from many different areas. just trying to explain that some industries will not fundamentally change with a 25%-50% tariff. it would take a 200%-300% tariff. so all the 25% does it send my company's money to the US government instead of keeping it in my business. and then i either absorb the hit or pass it on to my us customer.

agreed. that's why i'm not banking on getting any of it back. but i will try.
