The President Can't Just decide this as something "I want this and so it shall be".

How is this not insane behavior? You have a solution to a problem that even you admit exists, but you refuse to use it because the less efficient solution that likely won't even work with the democrats in the senate is the "proper" way.
Let's focus on being effective for once and see where that gets us.
