I think you’re unfortunately correct.
Just take the issue at hand. Even if Trump decides to go for H1B reform, he’s going to have to expend political capital and time to get it through Congress. Perhaps a lot of both.
Let’s put to one side just what an ordeal (completely justified, IMO) like mass deportation will require.
Too much to do, too little time, too many countervailing forces, some deep within the MAGA coalition.

They have over 1.4 billion people.
1% is 140 million people.
0.1% is 14 million people.
The US is roughly 3x the size of India. If India can't figure out how to turn that nation into a paradise, with the top 0.1% of its population, then the problem is India, not an exit of people from India.
