Moving fuel enrichment offshore really wouldn't solve the nuclear issue with Iran. They would just have Russia or China do it for them and then bring it right back into the country and try to rebuild their program.
Not sure what the goal of that request is other than it makes it a little bit more difficult for them. Maybe make it easy to track the Uranium, but once it gets back to the Mullahs you'll have to destroy their infrastructure again.

The only time they tried to truly mess with "near peer" was in 1967 and did not go well.
Turns out "battle" experience of killing unarmed citizens or women and children via chemical warfare doesn't lend itself well to conducting a real war against adversaries who shoot back. That's why most of the middle eastern states use terrorism as their main tool of attack.
