Yeah only reinforced existing barrier with new material. There was very little new barrier constructed. The border situation did not improve at all after the wall was reinforced.
Btw Mexico was supposed to pay for the wall and didn't pay a single Peso. I don't understand how anyone thought a New York con artist was going to force a 2nd world country to pay for anything.
This promise was a failure.
