I think he's saying that by rebuilding it, we have a chance to finally turn the Gazans into Saudi types. Instead of sending these third world animals back into their bombed out hovels (which were probably already mostly bombed out hovels from the last time), remake them into the cool muslims like you have in Dubai and the UAE.

I don't really get it but he's earned the benefit of the doubt from me. Show me what you can do, POTUS. Let's rock.
