SEATO (Southeast Asian Treaty Organization). Plus the Military-Industrial Complex had to expend ordnance so that DOD Contracts could be awarded to the districts of rich influential polticians.

Because Kennedy was more Republican than Democrat and knew better than to go full retard. He was green, and got talked into a plan by everybody saying “Ike would do it.” Never mind that Ike DIDN’T do it and was one of the least militaristic Presidents ever.

Kennedy backed out, and kept the brakes on Vietnam.
