SEATO (Southeast Asian Treaty Organization). Plus the Military-Industrial Complex had to expend ordnance so that DOD Contracts could be awarded to the districts of rich influential polticians.

In the councils of government, we must guard against the acquisition of unwarranted influence, whether sought or unsought, by the military-industrial complex. The potential for the disastrous rise of misplaced power exists and will persist.
We must never let the weight of this combination endanger our liberties or democratic processes. We should take nothing for granted. Only an alert and knowledgeable citizenry can compel the proper meshing of the huge industrial and military machinery of defense with our peaceful methods and goals, so that security and liberty may prosper together. If that's the case why did we balk at the Bay of Pigs?
Because Kennedy was more Republican than Democrat and knew better than to go full retard. He was green, and got talked into a plan by everybody saying “Ike would do it.” Never mind that Ike DIDN’T do it and was one of the least militaristic Presidents ever.
Kennedy backed out, and kept the brakes on Vietnam.
LBJ went full Hillary by both lying to get his war and buying votes with gubmint money.
