There is nothing in either of the links you provided which supports the claim that the Texas state government has "given" any money to build mosques.
The lady in the top video dodges the talking heads question about such money being given to build mosques and she was supposed to be the person who researched and first published the claim.
This is some made up, fake news bullshite on your part.

I'm almost certain that how this is being framed is disingenuous as hell. I have no great love for Abbott, but I don't think what is alleged is the complete truth.

If it is real, it is probably something like a state grant for standing up a food bank and they're building the food bank not a place of worship. From some experience on this front, sometimes a bit of public funding is how churches stand up charitable organizations in their community. It is usually easier to find the buy-in for donating goods for a food bank than it is to find a suitable building to store the foodstuffs and other essentials with a sufficient setup for distributing the aid. The charitable organization would, of course, be separate from the church and that is beneficial because when it is non-denominational you can usually get buy-in from all the churches in the community.
