I was really just asking since I don't know the exact rules but when I look at Chelsea, for example, I'm curious about all their "homegrown" players on the roster in comparison to City's.
If they have them, aside from two, just like City had Hart and Milner, do they ever play?
But again, I don't follow all that closely to know if City have any decent foreign younger players out on loan that may classify as homegrown.
I guess that it's simply that most people look at how successful Chelsea have been in, unlike City, staying out of the way of the FFP violations while maintaining/building a title winning side. They also don't seem to spend exorbitant sums on English players.

Most their guys have no chance, it really comes down to a change in the clubs mentality. With FFP being not a strict on money. They will just buy quality english players.
I'm not even sure Denayer will count as home grown bc he only spent 2 years in City's academy.
If Pogba goes to any English club he won't count as home grown bc he was not in the United system long enough.

Karim Rekik has been at PSV, I think he classifies as homegrown as well, but he may be sold to PSV this summer.
Off the top of my head that's all I know. They have some quality youth players like Iheanacho and Denayer, but they haven't been with club long enough to get HG status. Denayer will be though if he stays in England for 2 more years.
The problem is overstated because it's fun to make fun of City. At worst they just register fewer players. They rotate the back 4 too much for my liking anyway.

I think players under 21 don't count towards any squad (Premier or Champions League) limits so it doesn't matter if they are HG or not.
