Is Italy the only team that predominantly wears a color that is not part of their homeland's flag ?

Old Italian monarchy. Same reason the Dutch wear orange.

That's because they wear blue. Unless I am way off base, I would assume the nickname came second.

The only other nation I can think of other than the two mentioned is Japan. Flag is red and white, but they wear blue.

It's a tribute to the House of Savoy, which used blue as its color. It pays homage to old Italy and its monarchy. It's similar to the Netherlands which wears orange to honor the House of Orange.

Also, though slightly antiquated, most European nations wear blue in international competition as part of older Olympic conventions. Each olympic ring represents a continent (Americas are one) and each continent has a representative color. I believe it goes:

Americas: Red
Australia: Green
Asia: Yellow
Africa: Black
Europe: Blue

Though countries don't stick to that standard as much anymore, often you'll see countries incorporate its continent's color in olympic uniforms, even if the continental color is inconsistent with the national flag colors.

I believe the convention was introduced in the early days of the modern Olympics, pre WWI. So yeah, it was almost certainly racist.

It's not terribly common, but it happens. Some places just have "national colors" that don't appear on national symbols like their flag.
