It's also the wages... though I don't think City have to offer the obscene ones that they used to, now that they've built up their brand...

Our base wages aren’t that high. We have the fourth highest payroll in the league.
All of our players’ have incentive based deals.

yeah, early on they had to offer the obscene ones to get people to play for them... now, they'll attract top talent on their own... Pep has only taken that up a notch..
