Neither are actual countries. Both are claimed by other countries (Spain for Gibraltar, Serbia for Kosovo). Neither are allowed by UEFA to play those countries. Both are just sticks in the eyes of other nations.
Also, Kosovo is a terror state.

Chile really the only thing surprising me in CONMEBOL right now. But there always seems to be one at this phase. Ten games still to go and more often than not everything works out. Wouldn't be surprised to see Ecuador as the one to eventually slip down.
In my eyes it's already down to 7 teams for 4.5 spots as Bolivia, Peru and Venezuela just a noticeable cut below rest per the usual. Paraguay been swinging a bit above their weight as well.
