Russia has a strict foreigner limit and all it really does is make the domestic guys more complacent because they know they are guaranteed spots. It also limits other leagues getting those players because their values become artificially inflated.

Exactly. Turkey used to have a 5 Turk minimum, and I hated it. Now they have one of the least strict requirements in the world (14 non Turks on the roster, all 11 can play at once). National team has been garbage regardless of the rules in the league.
