I mean, they actually look like a functional team positionally. The tactical play of the whole league outside of them isn't great, and hasn't been very good since around 2012. I feel like they need one more deep-lying player in midfield to compete in Europe, but finding that player is going to be very difficult.

This is true too. I'm just saying the level of play is at a much higher standard. And the fact that they can't win the CL is more a function of the rarity of finding the right midfield for both domestic and European competitions.
