I'd do Cozumel. You can still do excursions to the mainland if you want and it's a fun island to explore.

+1
Xel-Há and Xcaret have tons of cool stuff to see and do. They are on the mainland and a quick ferry ride + shuttle away from Cozumel.

Cancun is like being inDestin, lots of resorts on the mainland running south around Playa del Carmen. We have stayed in Playa a couple of times and found it to be a cool town if you get tired of the resorts. You can also jump on the ferry in playa and hop over to Cozumel.

The ferry from Cozumel goes to Playa del Carmen and is about $10 per person each way. It takes about 45 minutes. My daughter gets motion sickness fairly easily and she is not a fan of the ferry.
Cozumel has an iron coast on the bay side. Beaches aren't great, but diving is. The ocean side of Cozumel has great beaches. There are lots of fun beach clubs and little restaurant/bars over there. It's a short drive and pretty easy to rent a car on the island if you wish. A friend and I rented a convertible VW bug when we took our teenage daughters a few years ago.
Cozumel doesn't have a lot of all inclusives although it looks like there are more than there used to be.
If it were going, I'd probably go farther south to Akumal or towards Tulum. The beaches and snorkeling are gorgeous there. You can probably find somewhere that you can snorkel from the beach. We rented condos near Lol-Ha and had the best snorkeling I've even seen in Half Moon Bay right out from the condo. You're also very near Yal-Ku Lagoon where snokeling is great as well. There's a lot of tours that go to various cenotes in the area. Edventure Tours is amazing. I've used them multiple times. They're out of Tulum.
What kind of vacation do you want? Active? Stay on a perfect beach? All Inclusive resort?

When are you going? If soon, or over this summer, you may want to check the seaweed reports. Playa Del Carmen and Tulum areas can get real bad sargassum (type of seaweed). Reports I've read the past couple weeks are it is getting bad on the mainland. Cozumel and Isla Mujeres, especially on the west sides, seem fine.

Good to hear. I’m seeing the same on the west side of Cozumel. However reports are pretty bad from the Atlantic facing side of Cozumel, as well as the mainland from Cancun to Playa Del Carmen to Akumal and Tulum. Doesn’t seem to be getting better any time soon in those areas. I’m monitoring it closely as we are aiming to go to Cozumel in early July.

Family has a trip to Cozumel late July. Mostly diving, we aren't big on sitting on the beach... but the pictures of the beaches look terrible.
