It’s not a license, it’s literally just a translation. With translate on a phone, it’s just beaurocratic nonsense they are still around. I’m not against them, the one and only purpose is to translate it into the local language.
If someone speaks or reads English, it literally means nothing.
The main purpose is for those that don’t use the English alphabet like Japanese, Chinese, Arabic etc and that’s why it will be a ‘requirement’ for awhile.

Regardless of the purpose they were intended for, you are legally required to have one and can be fined without it.
