If interested, we started in Bologna last year and spent time in Tuscany and then Florence. Here is a link to my blog: Two Texans in Tuscany
We wanted to go to Como when we planned it before COVID, but that derailed our plans. I would definitely go to Como then Florence. If you want to stay south of Florence, we loved Sienna and Montepluciano.

How long are you going for?
Did two weeks this summer flying into Milan and out of Naples. Was a whirlwind and packing and unpacking every 2-3 days got tiresome. Wouldn’t trade it as we covered a lot of ground but day trips and such start to wear you down. If you have a month, plan makes sense.

How much time do you have?
The idea of home bases is good - I got some down votes on another Italy thread for suggesting to reduce hotel stays.
But be realistic on traveling via trains. A town that is 1 1/2 hours away by train say from Milan or Florence can easily become an entire day trip.

Bologna is ok but not worth the trip.
Personally, I'd stay in Florence for as much as possible.
