It still needs regulations and based on recent history it likely will be extremely limited in scope.
I love the library system here. I think the millage should be set to maintain, not expand. This proposal goes too far with capital improvements.

First part of 5 is the bottom dweller. The amount of exposition is absurd, many shallow characters are shoehorned in and should have just died earlier in the show (steve, robin), and it so far has completely rendered the end of season 4 pointless.

Basically costs are not going to go down, some good programs will close, and affluent applicants will have an extreme admissions advantage over those who may be more qualified but have no way to secure private loans.

A vast majority of clinical graduate programs have very slim margins and the bulk of the expenses are faculty salaries and equipment (and subsequent depreciation).
Unless you expect faculty to accept pay cuts placing them far below what they make in the field, this plan is short-sided.
