That would be ok. Much like NFL preseason. It would be (in essence) a week Zero game so everybody could go into the season with real-world experience under their belt. How much starters played would be strictly up to the coach.

The difference is that the win or loss with a depleted/new roster in the bowl game now is irrelevant.

If you move the bowl game to the beginning of the following season with a new roster the win/loss could be huge.

Would the bowl game count towards your record? If so, that could present a problem. It is possible that the team that earned the bowl bid is not even close to the team that will play in the game.

ETA - perhaps the early season bowl games could be played as a “pre-season” game and not count towards your record.
