A taxpayer-funded Baton Rouge nonprofit that is now part of a massive corruption investigation paid for a man awaiting trial on a murder charge to speak to children about gun safety and violence, city-parish records show.

As part of then-Mayor-President Sharon Weston Broome’s Safe, Hopeful, Healthy campaign, the mayor’s healthy city nonprofit paid to have Marvin Payne, 36, speak to children about gun safety alongside Baton Rouge Constable Terrica Williams in June 2022.

At the time, court records show Payne — who also goes by “Madd Marvin” — had bonded out of the parish prison weeks earlier and was awaiting trial for second-degree murder. Deputies identified him as a member of a Zion City gang called the “5400 Boys.”

Payne has a lengthy arrest record.

He was previously charged with attempted first-degree murder in 2008. That count was later reduced to dangerous use of a weapon and he was sentenced to probation.

In 2017, he was arrested on a count of illegal use of a weapon by a felon. The case was dismissed two years later.

In 2023, as he awaited trial for the second-degree murder charge, Payne was arrested on charges of operating a clandestine drug lab, possession of cocaine and possession of fentanyl, court records show. That case is still active with a motion hearing scheduled for next month.

Affluent people not wanting to be at jury duty is a huge issue with our system. Makes every urban prosecutor scared that they could end up with a jury that is full of crime sympathizers, mamas of criminals, or criminals themselves so they end up cutting deals in cases they’d rather not because the jury draw is just too risky.
When there are more eyes on these agencies they put in maximum effort. The FBI, US Marshalls, etc cannot risk being seen as helpless and incompetent because then people will enact revenge on their own.

CNN, Fox reporting warrants are being executed right now… which might seem good but if you believed that a victim was in the location you wouldn’t need a warrant because you’d have exigent circumstances.

Yeah I’m sure that people in state agencies don’t get their kids jobs.

No idiot— they just all get jobs in other agencies. You work at workforce commission? You call your counterpart at LDH and now your kid works at LDH.

That’s how this all works.
Primarily in Louisiana they are known for plant explosion and other high casualty cases. Would routinely partner with Tony Clayton.

As far as skill goes, far more skilled than average plaintiff firm. Very very successful firm.
