Size of your house or number of squares is needed to provide an idea. The other post $200 - $250 sq about right.
I would wait until hurricane season is over, just in case you are able to make an insurance claim (or avoid hail damage).

moisture rises. You can rent an infared camera from home depot to look for a water leak or the high moisture areas.
Sounds like you need a sump pump underneath your home OR no moisture barrier was installed with the flooring.

do not go with someone that you will have emotional attachment to (friendships). Sometimes my employees have great days. Sometimes one might not have such a good day, and he ends up leaving tools out that a kid can throw through a window.

We have installed it many times. (client's choice) Product has seemed to be fine over the last 4 years. I would go with ceramic tile before luxury vinyl considering the dogs.

We do earthwork all year long. Other than rain your concern should be what grass should I plant at X time of year. Placing dirt is not impacted seasonally.
Secondly, in Houston you are limited on soils. I would reach out to a landscape supply, one is located at I-10 and hwy 6.
If you plan on building on any of the area, do not use sand mixture because you need to obtain a certain compaction. Sand is more expensive than local dirt. Use any local dirt you can. Most soils in houston area are easy to work with.

The price seems fair. You doing it by yourself probably 2-3 days. Dispose of in the front yard. By local law, you as the homeowner can dispose of almost anything via BR trash pick up. Every Monday. Paying a contractor by law requires a contractor to dispose of which requires a charge for disposal.
