Only small businesses mandate at the hiring level. At large corporations, anyone above middle management has no care or desire to know.
In my last 2 jobs before this(this is working retirement), I set the pay range for any engineer or inspector to be hired into our department. I would do, like all other department heads would do. Research average wages, for experience, throughout the industry, put in a request for the position. As soon as the position was approved, I turned over the hiring details to HR, along with the pay range I was looking at paying. Sure I took part in the interviews, but haggling over the pay rate was something I did not have time for. That was HR's job. This is commonplace at large companies. I never knew exactly what the guys working for me made. Also why it is always against company policy to discuss pay with co-workers. Pay is generally up to the rate scale and how much the person can negotiate within it.

Iowa. Been out of LA since 2006. Unless it is cornbased or University of Iowa, there is little knowledge of what we do. I just tell people I am a glorified Hank Hill. It saves me from explaining what I do. After all these years, I am tired of telling people what mechanical integrity is.

Sure, we could do that. That would entail blaming thousands and thousands of middle management HR individuals. I know several of them as I am sure you do too. They don't seem that assholish(or is it assholeish).
So your friend cannot find a job? Hopefully he/she is covering all bases and is open to working outside of his/her normal industry.
We(well, not I but the guy in the office down the hall) has been trying to fill an operator's position for months. Very few applicants. Seems no one wants to work in the natural gas industry or even thinks about it. My guy down the hall would hire a warm body right about now. Basically, I just tell you this so that you can tell your buddy to keep an open mind in his/her search.

A couple things on that.
1) Pay may be perceived as beneath us, but any pay is better than no pay.
2) Several places in my area, mostly agricultural processing like beef, pork, etc were raided by ICE. Within 3 days, all jobs were refilled by citizens.
3) More than enough evidence that illegals do indeed supress the wages.
A few other things play into it, but we don't need to get into that.

I am sure it is. Our society has changed much in the past 40-50 years. There is some truth to "they do jobs Americans do not want to do" and quite frankly that is sad. It says a lot about us as a nation and not the right thing. There are tons of jobs out there. Most of us feel that they are beneath us.
Hell, I post on the OT. I KNOW they are beneath me....

Still, there is an operator or two, sometime more running it.
I used to hate automated welding processes. They are getting much cleaner now. They can fuse a lot of metal quickly, but are still prone to defects....at least the ones we use in my industry. Of course some processes have been around for decades, but the average Joe doesn't know anything about them. When the first automated processes came out, it was the same as we see now. "OMG, robots and automation are taking over". 50+ years later and we still have guys under hoods.
