Not quite. St. Thomas Aquinas taught about the dyarchy of two distinct powers, both of which come from God. The temporal and the spiritual. The spiritual power is higher because man’s ultimate end is supernatural.

In matters concerning the salvation of souls, the temporal power is subordinate to the spiritual, which means that people must obey the Church rather than the State. In purely civil matters, the secular power has its own autonomy. The state should not usurp spiritual functions, nor the Church directly exercise temporal rule. That is besides the Vatican :lol:

If you actually read Church history, an entire saga called the Guelphs vs.Ghibellines is about the clash between these two authorites. This conflict shaped much of the world leading into the renaissance and is historically very important (Dante's work being a product of having lived through it).
