true and that's because POTUS by design is supposed to be the foreign policy agent for.......The States
When the States ratified the Constitution, they granted limited powers to the Federal Gov as they believed it was up to the State and more so the people of the State to make policies for themsleves.
Hamilton and the Federalists wanted the POTUS to have King-like authority.
