Khalil argued the actions retaliated against his speech criticizing Israel's Gaza operations and Columbia's role. He was released in June 2025. The ruling channels Khalil's claims to a petition for review after a final removal order. Without the district court's orders, officials may resume detention and removal, though Khalil can appeal through immigration channels and then to the Fifth Circuit.

The decision reinforces INA limits on district courts in removal cases, ensuring claims get reviewed in appeals courts post-final order.
